Little Chef Remy is an animated toy from Mattel that released in 2007 according to Mattel's website. It requires four AA batteries, and it is based on Remy from Ratatouille.

This toy blinks its eyes, wiggles its nose when sniffing, moves its arms in a circular motion, turns left and right, wiggles his ears, and moves its head up and down. It detects what you place beneath its nose via an IR sensor in its mouth.
It can pretend to have a cooking session with you. Switch it on and then place something beneath his nose or press the top of his nose to see how he responds. He will then respond as if you suggested an ingredient for him to add to a bowl, and if he approves of it, he will play music and start moving. He does this twice for each session.
His spoon can easily be removed from his right hand.
The toy also has a "Try Me" mode where he moves and speaks without having a cooking session.
Photos of this were used in an Amazon listing and on the back of the toy's box. It holds a darker brown spoon and the top of its ears are slightly folded. I don’t know if this really has whiskers or not.
There’s a prototype version with gray fur. A photo of it was found in an Entertainment Earth listing (image link here). Its head is shaped differently, and its hat has vertical lines unlike the released version. This also doesn't look like it has whiskers.
