Did they spell it as "Heli Copter" or as "Hell Copter" by mistake? I haven't seen any clear photos of the box.
It's a bump and go toy from Lishi Toys, which appears to be from around 2002.
The helicopter features a pilot inside, a large, blue propeller, and a small, gray one attached to its tail. It has a pair of eyes and a mouth, and it has dark blue landing skids. It appears to have black eyes with a small, red triangle in each eye, and it has a black, pair of back wheels. It also has white eyelashes.
The left and right sides of the helicopter feature a sticker of one of the dogs from "101 Dalmatians" with the words "Darling" and "Play World" near it. There's also a sticker that says "Super" on both sides of the tail of the helicopter.
The bottom half of the vehicle is white, while the top half is either a light shade of blue or red. The red version has two, blue lights near its face, while the blue helicopter has two red lights near its face.
The helicopter moves across surfaces using its bump and go wheels. As it moves around, its lights flash, it moves its eyes to the left as it blinks them, and it opens and shuts its mouth. The pilot inside turns his head left and right, as the helicopter moves about.
It also plays music, but it's unknown what song it plays.
A design patent was registered on the 5th of March, 2003, and applied for on the 28th of June, 2006. Cai Shaoshan was attributed as the designer of the toy.
